The strategic agreement was officially finalized in the capital city of Bissau. The high-profile signing ceremony brought together key industry and state leaders, including Guinea-Bissau’s Minister of Transport, Telecommunications, and Digital Economy, Dr. Florentino Mendes Pereira, and the Executive Chairman of United Nigeria Airlines, Prof. Obiora Okonkwo.

For decades, Guinea-Bissau has relied heavily on external regional carriers and private charter services to connect its citizens and businesses to the rest of the world. This new partnership is set to completely rewrite that narrative, positioning the nation as a rising aviation player in the sub-region.

Inside the Joint-Venture Structure

The comprehensive MOU establishes a solid framework for the new iteration of Air Bissau, which initially ceased operations back in 1998. Under this new joint-venture structure, the responsibilities and contributions are explicitly carved out to ensure long-term operational success:

• What United Nigeria Airlines (UNA) Brings: As the technical and financial powerhouse of the deal, UNA will provide the majority financial investment, aircraft, operational expertise, and day-to-day management support. To maintain top-tier international safety and efficiency standards, UNA’s management team will retain complete operational control. Additionally, UNA will provide and operate an executive jet for the exclusive use of the President and Government of Guinea-Bissau.

• What the Guinea-Bissau Government Pledges: The host government has committed to streamlining all licensing and registration processes through the Civil Aviation Authorities of both Guinea-Bissau and Nigeria. Crucially, the government will designate Air Bissau as its official national carrier, granting it full rights over all existing Bilateral Air Services Agreement (BASA) entitlements—giving the new airline immediate leverage to secure lucrative regional and international routes.

• Hub & Ground Infrastructure: The airline will set up its operational base at Osvaldo Vieira International Airport in Bissau. The government has promised dedicated infrastructure support, ground services, and smooth customs, immigration, and security compliance to accommodate the upcoming fleet.

Building Local Capacity: Beyond the business numbers, the agreement features a heavy focus on human capital development. United Nigeria Airlines has formally committed to training qualified Guinean nationals as pilots, cabin crew, and technical maintenance personnel, prioritizing local employment to boost the country's economy.

The MOU goes into effect immediately and will remain valid for 18 months, or until both parties finalize a definitive, long-term joint venture agreement.
