Abia State Secures $145M Solar Plant Deal; Construction Set for September

UMUAHIA, NIGERIA — The Abia State Government has finalized a landmark $145 million investment for the establishment of a state-of-the-art solar manufacturing plant in Umuelele, Isiala Ngwa South Local Government Area.

The major economic breakthrough was consolidated during a high-level meeting on Thursday, July 16, 2026, when Governor Alex Otti, OFR, received a delegation of project investors and their international technical partners at the Government House.

The investment, structured under a Public-Private Partnership (PPP) model, has officially reached the Final Investment Decision (FID) stage. According to the project consortium, the first tranche of capital is scheduled for release by September 2026, paving the way for immediate groundbreaking and construction.

A Strong Vote of Confidence

Welcoming the delegation led by Team Lead Dr. Oko Jaja, Governor Otti described the $145 million commitment as a powerful validation of Abia State’s rapidly improving business climate. He reaffirmed his administration’s strict policy on investment protection and infrastructure development.

"This is what we stand for: creating an enabling environment for businesses to grow and for people to invest," Governor Otti stated. "We had to do everything that was required to make the land available. If there is any other thing that you need for this investment, do not hesitate to let us know."

The Governor emphasized that the administration's enthusiasm extends beyond the capital inflow to the broader economic ripple effects.

"We don’t take investors lightly. It is not just the investment; it is what goes with it—the jobs that it will create, the GDP that will rise, and the prosperity that it will generate," the Governor added.

International Partnership and Local Industrialization

Briefing the Governor, Dr. Oko Jaja revealed that the venture is being executed in collaboration with leading Chinese technical partners. He credited Governor Otti’s aggressive ease-of-doing-business reforms as the primary catalyst that gave the consortium the confidence to commit such significant capital to the state.

Providing operational details, Mr. Dennis Madu Nwakamma, Chief Executive Officer of MD Nwakanma Nigeria Limited—the local partner in the PPP—disclosed that preliminary site assessments at Umuelele have been completed alongside the Chinese technical experts.

Mr. Nwakamma noted that the factory will focus on manufacturing high-grade solar panels and renewable energy accessories, positioning Abia State as a primary hub for green technology in West Africa.

Job Creation and Global Training Pipeline

Crucially, the project features a robust human capital development framework. Mr. Nwakamma announced that the company has already commenced training local youths in solar installation and assembly.

Once construction concludes and factory operations begin, a selected cohort of Abia workers will be sponsored to China for advanced training in renewable energy manufacturing, ensuring a seamless transfer of specialized skills back to the local economy.

The high-stakes briefing was attended by key cabinet members, including the Commissioner for Power and Public Utilities, Engr. Ikechukwu Monday; the Commissioner for Lands, Mr. Chaka Chukwumerije; and the Director-General of the State's Public-Private Partnership agency, signaling total multi-sectoral backing from the state government.
