Exempt Professions for Kuwait Driving License: Full List & Rules

Under Kuwait’s General Traffic Department regulations (Ministerial Decree No. 5598/2014 and subsequent updates), standard expatriate applicants must meet three primary criteria to apply for a private driving license: a minimum salary of 600 KWD, a 2-year legal residency period, and a university degree.

However, specific professional and specialized categories receive exemptions based on their field of work.

Category 1: Exempt from Residency Duration, Salary, AND University Degree

These professionals are fully exempt from all three standard conditions (2-year residency, 600 KWD salary, and holding a degree):

Healthcare Technicians: Physiotherapists, nurses, and all other medical field technicians.
Aviation & Maritime Professionals: Pilots, co-pilots, captains, helmsmen, and vessel guides.
Transportation & Logistics Staff: Drivers and delegates in government agencies, as well as official company representatives (mandoubs) who hold a valid legal license from their home country.
Specialized Technical Staff: Oil field technicians and oil sector specialists.
Specialized Roles: Morticians/corpse washers, diplomatic personnel, and professional athletes in governmental sports federations.

Category 2: Exempt from Residency Duration AND Salary Requirements (Degree Required)

These professionals must hold a university degree, but are exempt from both the 2-year waiting period and the 600 KWD minimum salary threshold:

Judicial & Legal Sector: Judges, public prosecution members, lawyers, consultants, legal experts, and legal researchers.
Medical Practitioners: Doctors, pharmacists, and veterinarians.
Engineering & Technology: Professional engineers across all disciplines.
Academic & Educational Staff: University/applied institute faculty members, school teachers, social workers, researchers, and librarians.
Media & Public Relations: Journalists, reporters, and media professionals.
Religious & Community Roles: Mosque Imams and Muezzins.
Sports Management: Sports trainers in government-affiliated federations and clubs.

Category 3: Exempt ONLY from the 2-Year Residency Duration (Salary & Degree Required)

These professionals must meet the 600 KWD salary requirement and possess a university degree, but can apply immediately upon arrival without waiting 2 years:

Executive Management: General Managers, Executive Directors, Assistant Managers, and Department Heads.
Financial Professionals: Accountants (all categories).
Scientific Specialists: Physicists, chemists, and geologists.
